Schwarzenegger orders National Guard troops to Mexico border
Does Arnie know something? Of course it's only 1,200 troops.

The order reflects President Barack Obama's efforts to secure the border, Schwarzenegger's office said.
Last month, the governor praised Obama's proposal to deploy 1,200 National Guard personnel along the southwest border of the U.S. Of those troops, 224 would be deployed in California for up to one year.
"The military forces deployed in support of this request will not be employed in a direct law enforcement role," Schwarzenegger's order said. The mission is scheduled to end on June 30, 2011.
It's not the first time Schwarzenegger issued a general order directing California National Guard personnel to the border. In June 2006, the governor sent troops temporarily to support federal efforts to secure the border.
Schwarzenegger's office has said the governor believes more Border Patrol agents are needed to reduce illegal border crossings, human trafficking and the influx of narcotics.

I'm thinking this is under the Title 32 call-up from BO and not state active duty. A source told me the EXORD called for the slow buildup of troops, but not all of them on AD at once, with the peak troop strength somewhere at the six months mark.

With the situation the way it is down there, they don't need to be in a law enforcement role. Defense of the border is what we need.

The guard can't be deployed under Title 32 without the assent of the governor of that state.

Understood.
My point is that the current governor could be also helping out fellow Republican Whitman with this order. During the primary, Ms. Whitman's main opponent ran a damaging political advertisement in which she laid out a reform policy similar to the current president's vision << LINK>>.
Gov. Schwarzenegger's order gives Ms. Whitman the chance to say "I'm all for tougher enforcement" of existing immigration policy and to appear closer to the right. (IMO, she, like Schwarzenegger are moderates.)
Meanwhile, Whitman's opponent, Jerry Brown may decry the order and try to link it to AZ's immigration law.
My caffeinated two cents.

But border security is in fact a law enforcement function. Fence hoppers are in violation of Federal immigrations laws. The National Guard could only hurl insults.
(Of course the interlopers probably don't know that)
I'm wondering WTF is going on with Arnie.

Political affiliations are always in play, however I would be more inclined to venture that the "Governator" has bigger fish to fry; Example: a seat in the Senate. Schwarzenegger says he has no interest but I for one do not believe it, after all he is a politician. Either way becoming more and more involved with immigration is going to stir the political pot a bit even if he doesn't intend to run.

FWIW, speculation in Hollywood is that Schwarzenegger plans to return to the movie industry << LINK>>.
