There are plenty of real threats from both inside and out for a "concerned citizen" to be focused on - JH15 is certainly not one of them.
The petri dish of paranoia in this country, in many respects, is valid however. Pre-911, should you have conjectured on the usurpation of the Constitution and the assault on the BOR as currently seen, the tin-foil related remarks would have been deafening.
These days, although it may be tin-foilish, ANYTHING seems to be on the table on a scale of likely to remotely feasible. How paranoid is it to think POTUS may declare martial law and cancel the 2016 elections? Crazy right? But it is not beyond the realm of possibility considering the players.
As for JH15, I hope the training proves to be as valuable as I think it will be. Should this country slide further into the abyss as the current trajectory suggests, we will need the lessons learned in these exercises, both citizens and .mil.

I know several people who have bought into the disinfo campaign. I will be there to remind them on D-Day, D+1, D+2, etc. They need to learn a lesson about disinfo, so they can be useful in getting the country back on the correct path.

The actor who starred in the TV show "Walker, Texas Ranger" wrote on Sunday that he thinks concerns about a possible military takeover of Texas might well be justified.
Actor Chuck Norris, who has become a prominent conservative activist, published a column on the conspiracy theory website WND that told readers not to trust what the federal government has been saying about a military training exercise known as Jade Helm 15.
Some conspiracy theorists have warned that the exercise, which is set to take place later this year in Texas and six other western states, may lead to a covert takeover of some of those states. Last week, Texas Gov. Greg Abbott (R) ordered the State Guard to monitor the operation.
"The U.S. government says, 'It’s just a training exercise.' But I’m not sure the term 'just' has any reference to reality when the government uses it," Norris wrote in his column. "Whatever Jade Helm 15 actually is, I think it is more than coincidental that the FBI director just confessed in February that the presence of ISIS can be felt in all 50 states of the U.S. and that the Pentagon is suddenly running its biggest military training exercise with every branch of the military across seven Southwestern states."

It's an indicator of how divided we have become. The irony is the paranoid will not see the benefits, the connections, the education or the concept of what the exercise is all about. The criticism is something akin to the preacher and the choir having a feud over a misunderstanding, in that environment fewer will go away with the message of the sermon or ( switching now from an analogy to reality ) the perspective there are still Americans standing tall in defense of the Constitution.

I have seen these "black helicopter" watchers since Bill Clinton was in office and how the military did this at Ruby Ridge and Waco (Texas again, think about it!)Jon Steward hit the nail on the head. The only thing that changed was a prezidunt. These kooks come out of the wood work when there is a liberal prez and they are still pining when there is a repub, they just tone it down.
