These tribal communities DO pull security, but many do not pull security for anyone outside of their tribe/ village. Every Province is different, and you can't approach each one with a cookie cutter solution. Blue02hd

It's great you brought that up because i've had this chat, time and time again, with partner force ANA commando's and the like. The majority of them live up north in Kunduz for example where they maintain security in their own villages. According to them, whenever the TB roll into their little hamlet, the townies kick their asses out. For whatever reason it doesn't work in other places is beyond me. The tribal dynamic, from province to province, region to region is something i'm not sure we have a good enough handle to start answering those questions.
The LDI program from what i saw, and, had the opportunity to experience was most successful in closer to the major centers that had coalition presense, as the author attests to. It seemed as though the farther away you get from that, the harder it was to win local support.
