People will do what they are allowed to do if there isn't any penalty to be paid for their actions. They are allowed to deface and vandalize monuments by our *justice* system who does nothing to the violators essentially empowering them to to what they want with impunity.
Once the statues were allowed to be removed, it gave *them* the power to do whatever they wanted to with others. It won't be stopped until they fear the repercussions of getting caught -- which amounts to nothing currently.

Exactly ! The powers to be stood by the wayside and basically encouraged the acts of vandalism. Unless the politics in those places change these acts will not stop.
