Flammable liquid and shotgun shells were found inside the container, according to Sheriff Parnell McNamara. He said the IED was designed to blow shrapnel and would have been "extremely dangerous" had it gone off.

"Someone had made this to create lots of damage and harm," McNamara said.

There were no injuries. The liquid was being sent to a lab for analysis.

No motive or suspects were named as the investigation continued early Wednesday.

Rosebud, about 40 miles southeast of Waco, is home to about 1,400 people.

"It had a detonator and a fuse ... and they X-rayed it and found tape to where you couldn't see into the bottle, but it did have a flammable liquid inside of it with some shotgun shells."

Improvised explosive devices were commonly used during the Iraq War starting in 2003, According to Homeland Security, IEDs are often a weapon of choice for criminals, vandals, terrorists, suicide bombers, and insur*gents, and can take various forms, ranging from a small pipe bomb to a sophisticated device capable of causing massive damage and loss of life.

The McLennan County Sheriff's Office bomb squad and authorities with the Bureau of Alcohol, Tobacco, Firearms and Explosives responded to the scene, said the Tribune-Herald. A water cannon used to disable to device and no injuries were reported.

Authorities told KCEN-TV that the IED was designed to disperse shrapnel and had been sent to a laboratory for additional testing.

"Someone would have had to have triggered it someway, but we don't know how, or the plan, or if they left before they got everything done or what," McNamara told the Tribune-Herald. "The Falls County Sheriff's Office and the ATF is continuing the investigation."

I'd take anything said by the Bureau of Alcohol, Tobacco, Firearms and Explosives with a bucket of salt.

It could have been a bag of shotgun shells for all we know. It was "very dangerous" is a government term for justifying their high paying government jobs.

I'm sure those at DHS have gone critical and upped the threat warning to "Magenta"......

I would have been in a lot of trouble when I was a kid. I was making my own fire crackers until my dad figured out where his Hercules Red Dot was going...

When I read the OP my first thought was that it sounded like something some kids might put together hoping to make a lot of racket when they set it off. Not too sophisticated.

Thinking the same. Burning sealed shotgun shells?? Not very good. They would melt and the powder would flash..

More than likely two 15-17 year olds tried to make something go bang for the fun of it, lit the fuse & it didnt go off. So they likely got cold feet over having to mess with it at that point and just left it there.

You should have seen some of the things we did with Centuri and Estes model rockets. Launched horizontally they added a new dimension to the hobby.
