Women and other "disadvantaged"
As long as I can remember, after about 30 years working the technical end of the DOD procurement programs, woman and minority owned businesses have been "pushed in" to the DOD's programs. Federal procurement regulations requiring the maximum use of such businesses have been in force during all that time.
When such a business fails to deliver, in terms of quality, time, whatever, another such business, owned by an appropriate person is sought out. It isn't infrequent for an owner who took the "development money" to transfer the business to a relative on paper, thus creating a new company that gets more development money. The hits just keep on coming.
The illusion that women actually rose to the top in 50% of the companies could well be the successful illusion.
And, that isn't bias, of course it isn't.
