There is still adventure out there.

About 20 years ago some guy here in California did something like that but not so sophisticated. He tied his ballons to a lawn chair and after he ascended to a dangerously high altitude he began shooting the ballons with a CO2 pellet pistol.

If I remember correctly the Federal Aviation Administration was waiting for him when he got on the ground.
