And another officer getting off with out charges while an enlisted soldier would have been charged.

If they want trends this is one they need to look at.

NCO's always live to a higher standard. NCOs work for a living.

I have been out a while, but there was always one officer at just about every party who had a few drinks and needed to put his arm around, hands on, any and all young females in the room. Yes ... because there is nothing more attractive to a fit, young female than a tipsy, old (old being over 35 when you are 19), balding with a comb over, paunch hanging over his gig line, officer making suggestive remarks while putting his paws on you.

Not sure what you really charge him with other than aging badly and making an ass out of himself. In this case, at least he is out. A useful tip for women in military and civilian life, if a guy is using his position to try and intimidate you to sleep with him, he is bad at the rest of his job.

1. It was a great early warning system for me of who the poor NCOs and officers were and later - managers/directors/VPs. Good ones are busy with their jobs and self confident enough to get a girl without coercion. So guys, check out who the women avoid. Chances are, you don't want to be around the guy either. Hopefully, it is not you.

2. Females: if he is using coercion, just say no. It is not a lawful order, just say no. What is he REALLY going to do? If you cannot stand up to a little pressure or unfair treatment, then the military and life in general aren't for you. If he physically attacks you, fight back and report it. If he gives you bad assignments, too bad. You keep your honor and dignity. Whether you are a female who wants to be in combat or not, keep the respect of the uniform and what it represents and ... well.. man up.

3. Males: if you see examples of the above, carefully step in. Get the word out. Things with sort themselves out because the guy who is wasting an NCO or officer's slot in point 2 will not be the best person for the slot. Protect your unit's effectiveness and help dump the useless baggage.

As for the level of seriousness, I wish they would drop the whole harassment thing and stick to actual assaults. If a young woman cannot handle ass hats like this, maybe the military isn't for her. All this sensitivity training over a joke or remark ensures that women don't report the serious stuff for fear of ruining their careers by being lumped in with the women who complain about every little thing.

Finally, if (as I read) they are really using a Survey Monkey to assess levels of sexual harassment/assaults in the military going up, they are actually dumber than I thought possible.

It's an "honorary" title given in recognition of service - rights and privileges of the rank but with no commensurate pay increases. Attchd pdf is an interesting 2005 military records board of review case on the matter.
