I think the argument is that regionally, Pakistan, Afghanistan, and India should fall under the same COCOM - whether CENTCOM or PACOM (which now shares the burden with EUCOM of Russian territories East of the Urals).
However, using that same argument, then why split Africa between EUCOM and CENTCOM (which also goes against the former AFRICOM CDRs recommendation), and will EUCOM and PACOM still share responsibility for Eastern Russian territory? 
Couldn't possibly be politics...
