I would go further as many positions now held by GOs and Executive Civilians could be held by a feisty captain or maybe, maybe a Major. As far as the Executive civilian slot, kill about 90% of them.

Hey now I kinda resemble the remark!
Listen, I will be honest, of the 4xGS-14s and 1xGS-15 in my direct office, only two of us really do work. The other 3 do as little as possible in order to not get in trouble. I hate those fat, lazy, over-paid, do-nothing civilians...giving me a bad name! And for the record…YES, I utilize humiliation and embarrassment as a coping technique. (No it doesn’t work so much, just makes me feel a little better for a moment or two) Oh and this one is for DON, I have used “lazy incompetent troll” in a sentence, as that does not speak to gender, weight, race or sexual preference!

I knew a couple federal meteorologists GS whatever's...
On a couple of occasions, they were known to "investigate" a possible tornado - pick up the federal van, purchase gas with federal card, swing by to pick up their golf clubs...drive the < 2 hours to "investigate..."
Two minutes on site...
"...looks like a micro burst..."
Play 18 holes at the awesome golf course in the area - and then drive back.
This might have been a tough day.
Some days they had to release a weather balloon before sunrise...took the ex-AF weather dudes about 15 minutes...then they basically watched TV all day. Not bad to rake in about $85K+ a year in federal compensation. One of them did have some side gigs too - had plenty of time available on his primary federal job.
One is approaching his 30 years - hardest work he did was on his golf handicap.

I was a GS11 for a goodly number of years, I watched as the bureaucrats at my level and echelons above did as little as possible and went direct to the union when made to work. Many at my level worked their butts off but far too many did little to further the unit mission. Hell we had one ed spec that could not get into her computer because she had not done so for about 4 months. What he heck was she doing at work???? It is obvious that her slot was not needed. But my biggest complaint is not GS but with the ES system of BS. Most are former GOs that have worked up a job for themselves and it is a self licking ice cream cone.
My 2 cents.

That article brings out some good points. Don't they build quarters on bases for the GOs commanding units at that base? I guess a 4-star CINC would be considered a good target and requires some level of security but it seems as though quartering them on base would be the most effective way to provide that security, unless you're John Winger and the General owes you money.
The article also refers to secure communications. Can't you just install a STU-III (or the current equivalent) on the local house phone line?
I'm missing something here.
