On the surface his misdeeds seem pretty tame, that is not not to excuse what he did. As I read the article he was cleared of the most serious allegation of an improper relationship with a subordinate, I guess since they were in the area they had to find something.

From my days as a detailed Army Inspector General (for a two-star command) a request for corrective action is the normal response when there's a finding. It's up to the commander, in this case GEN Dempsey since the finding probably came from the TIG, to take action. The lack of an action is a reflection on the CSA, not the TIG.

The SecDef, if he's competent, should fire/remove the CSA.
