WASHINGTON (AP) - President Barack Obama's top national security adviser Tom Donilon is resigning and will be replaced by U.S. ambassador to the United Nations Susan Rice, marking a significant shakeup to the White House foreign policy team.

A White House official confirmed the personnel changes Wednesday morning ahead of a planned announcement by the president later in the day.

Donilon has been a key foreign policy adviser to Obama since he first took office. But the 58-year-old had been expected to depart sometime this year, with Rice seen as the likely candidate to replace him.

Rice, a close Obama confidante, came under withering criticism from Republicans as part of the investigations into the deadly attack on a U.S. compound in Benghazi, Libya. Rice, relying on talking points from the intelligence community, said in television interviews that the attacks were likely spontaneous, which was later proven incorrect.

Obama considered nominating Rice as his second-term secretary of state, but she withdrew amid the GOP criticism, saying she didn't want her confirmation fight to be a distraction for the White House.

Her new post as national security adviser does not require Senate confirmation.

Executive privilege exerted during any Congressional inquiry into Benghazi would shut the door on one of the possible weaknesses in the "nothing to see here" policy that is being pursued by the administration.

I'd say it confirms A) the cover up B) We have one crappy manager in our highest public office. Hysterical.. C) Contrary of what they may think of themselves, our 'I' generation is a real dumb bunch overall

To the "I" generation: When choosing mates, leaders, etc use 10% of what they say and 90% of what they DO to decide; if of course you wish to choose wisely. Cause when you choose poorly you can pay dearly, in some cases for decades.

I wondered what happened. Everyone seems to have forgotten the 'say' part when Obama responded about what kind of a president he'd be: "Watch the kind of people I surround myself with."

Yep, decades. Check.

Edit to add: I don't think they're necessarily being as smart as people might give them credit for because
a) they have already shown they are incompetent to pull something off and have it not be found out and,
b) they have already shown, as Obama did for Holder, they have no reservations about pulling that "deliberative discussions" Exec Privilege card in their large pinochle deck and playing it whenever they need. So another of Obama's women being physically closer to the Oval Office isn't likely for that; he's just very protective as evidenced by his rabid defense of her following the Benghazi talk-show parade.

Qualifications

Does Susan Rice possess any qualifications to assume this position. I wouldn't think that bieng an ambassador would necessarily prepare one for this job.

Any Embassy along with Ambassadors are exposed to Intel gathering activities, though being a puppet is a poor qualification.

Rice will do what Obama wants without traceable instructions, as will nearly all of his appointees.
