I can't imagine being assigned today in a BCT unit and with budget cuts and trying to maintain equipment readiness or trying to qualify with a firearem at the range. Standing around gets old fast.

You make do. This isn't new. It happened post RVN and thru the Carter years.
In some repsects it was a good thing.
You road marched everywhere...to the field if local (20-30 miles) to the ranges etc as the vehicles stayed in the motor pool.
A chopper ride was a luxury.
Now that things are more vehicle centric it will degrade training in many areas.
Up to the Cof Cmd to focus on what needs doing (always the basics) and train smart.
