Maybe my own bias at play but I read that as an attmpt to paint Obama as really paying attention to Libya and North Africa, were actually putting teams in place months ago, but this happened before they were ready...

They are probably just trying to spin the MLE as some sort of "super secret squirrel shizzle" in an attempt to act like they've been on top of "it"...not

The New York Times and other media outlets said almost word-for-word the same thing in 2006...
