except with teenage boys, you can always hold out a small glimmer of hope that they will not do something stupid that everyone will regret later.

Teenage boys can be disciplined and held accountable, obviously, Congress is not/cannot/will not.

Things that Teenage boys would do that Congress would fail at:

1. Finding the car that the keys belong to
2. Determining a seating arrangement through the standard use of calling "shotgun"...which would be honored by all present
3. Loading the vehicle
4. Determining who is going to HOLD the bottle and what the rotation would be for passing the bottle
5. How to OPEN the bottle
6. Actually STARTING the car
7. Getting out of the driveway
8. Having conversations about what they are going to DO throughout the course of the evening, probably disagreeing...but still riding in the car together...
9. Heaving the bottle out the window after determining an appropriate target along the roadside (through debate and discussion)
10. Hitting the target.
