I doubt the PAO will claim it; they've been "stepping on their cranks" lately (not necessarily the 160th's, just ARSOF PAOs in general).
And yes, I'm pretty sure it's a TO too so it might be AFSOC and we have a mistaken attribution - something else to blame the respective PAOs for.
