Internet Problem
Anyones Internet slow or jerky when you try to scroll thru a web page. Like there is a 3 second delay for all keys and mouse functions.

Sounds like it's your system and not the internet. Have you tried using other programs (non-internet)?

Some of the external drive back up systems like you to change the cache policy in options to avoid delayed write of the backup. This then gives you grief with a lot of regular programs functioning smoothly.

Glad you got it straightened out.
A lot of people (mostly my family) think IT is some magical thing, when 90% of computer problems can be fixed by rebooting.
