Some friends told me about modified C130s that would fly over cities in OIF calling all the cell phones in coverage. Sometimes with explosive results. Brilliant IMO.

The Russians don't use the terms "politically correct" or "plausible denial". They don't have to, they're Russians.

I'm 90% certain that this program is not open source. FYSA.
Anyway, none of this makes sense, although it is hilarious. Why would a suicide bomber use a cell phone as a trigger? Was she gonna call herself in the middle of the party? Maybe it was a chicken switch, but the bomber's aren't supposed to know about that.
This is why we use DTMF decoder boards. Terrorism 101.
