Homeless is not just a Reno problem, but an epidemic throughout the world.
Families become fragmented unable to help one another. Many often says, “Not my problem.”, while others say, “Get off my sidewalk”.
If the “homeless” are homeless, then the problem of “Sidewalk” is simply a real estate problem, it is a logistical problem.
Send all abled boodied men to work camps, clean highways, janitorial services, etc.
Have qualified local businesses sellect candidates who can work, provide payroll, no less then 20-30 hours. Send all male non-abled bodies to locations far removed form Reno, (tent city, refugee camp 100 miles away). Fresh water, food can be provided, structure to accomondate any number of residents, (tents).
Medical services will be available at camps. City/State LEOs elliminate the access to illegal drugs, substance, etc.
Provide civil order.
Keep city provided rooms for women, children, (access to schools), individuals able to obtain work training who prove to be drug free.
Unless I’m mistaken we are not Kosovo, Somalia, Uganda - but under current trends we can expect curtain outcomes, but maybe that’s just me.
This scenario will cost no more than what is currently being spent, but it does create a buffer in order for city, state and federal managers to develop solutions. This is not the first rodeo I’ve been too. Families of displaced “homeless” will be given funds to accept their returning family members. If a family does not want them, why should society keep them?
A concerned Reno citizen with real world experiences.

I say let the old man camp if he wants too. He's 72, living indoors.
"But that's just me".
