VINCENNES spent the last years of her life in Yokosuka, and was not allowed to deploy to the Arabian Gulf. She was decommissioned in 2005. This incident happened a little over a year after the shooting of Exocet missiles against USS STARK. IAW the ROE, VINCENNES was not about to be another sitting duck. At the time of the incident VINCENNES was under attack from Iranian warships. The airliner having lifted off from Bandar Abbas (joint civilian and military site) was descending in the same profile as an IR F14 would exhibit when launching Maverick missiles (which they had used against Iraqi shipping). Several warnings were issued by VINCENNES over IAD and MAD to the unidentified aircraft. Ducting in that area of the Gulf in the summer months can easily distort the apparent size of an air contact.
In the end the gunboats were handled by a couple of USN Frigates. The VINCENNES incident can be argued again and again. IMO they did the right thing in protecting American lives.
