The way Rep. Mike Noel tells it, his suspicions about the federal government are rooted in the Vietnam War.

The son of an Army officer, Noel was studying zoology at UC-Berkeley in the late ' 60s and working at the Oakland Army Terminal when his cousin and best friend, a Green Beret medic, was killed in Vietnam.

Noel escorted his cousin's body home and started talking with other soldiers who told him, "Wow, it's messed up over there, Mike, we're getting guys killed."

So Noel researched that war and concluded that "politicians and policymakers end up starting the wars, and it's our sons and daughters that ended up getting killed over it," he said.

Ever since, he said, "I don't really trust the government taking care of me." And the more he can keep them out of his life, and those of his southeastern Utah constituents, "the happier I am."

Of course studying zoology at UC-Berkeley in the late ' 60s has nothing to do with his personal attitude. I heard that was the breadbasket of support to the military back then.

He chafes at the fact that federal lands occupy two-thirds of the state, that federal regulators control natural resources such as oil, gas and coal, that federally protected species stall development. (He spent two decades as a natural resources expert for the Bureau of Land Management.)
He's certainly popular among Utahns who also dread the feds, who want land opened to development and off-road vehicles, who want to drill for oil and gas and mine coal "responsibly."
He points out that he, like Gov. Herbert and President Barack Obama, sees the urgent need for nuclear power.
