ATF Changes Definition of Manufacturer

Visited an old friend of mine, who happens to be an outstanding gunsmith. We discussed my intentions of building a sporter rifle on a M98 Mauser action I have. During the course of the conversation he informed me, that he probably wouldnt be in business after the first of the year.

It seems that during an ATF inspection, he was told that he would have to submit for a manufactures licensce in addition to his FFL and all the other taxes and bonds that go along with it.

He informed me that the additional $2,000 plus taxes and other outlays wouldnt be cost effective for a part time gunsmith.

I was wondering if any of the members here were aware of this and to what extent is it being enforced.
