Help translating DOD Directive 1404.10

Does the new "DoD Civilian Expeditionary Workforce" directive found at:

Establish the "Civilian national security force that's just as powerful, just as strong, just as well fund" as the military, as previously discussed in various news accounts.

Certain sections seem to indicate an anticipated combat role:

"Civilians will not be charged personal leave while undergoing therapy and/or rehabilitation due to a combat, combat support, duty related or non-duty related injury incurred during deployment after they return from deployment."

Others appear to indicate some lack in choice of service:

"Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission."

I thought this might be the best place to go for a translation of the "DoD Speak" found in the directive and couldn't find prior discussion of the Directive.

No Tin hats needed.....

This is just a directive that has been reissued that outlines what DoD Civ's have a responsibility if they fall in a category listed in the directive.

You have to understand that DoD Civ's are not the same as DOJ DOS or other Fed Civ's. Depending on your slot you may have to deploy depending on your slot to perform Civ work in support of DoD operations. Been that way for years.

There is nothing sinister about this.
It is just identifying individuals in positions that must be available for immediate deployment if their job requires.

IIRC

IIRC the Civilian Hawk Missle System Techs at Ft Bragg were required to deploy with the system during the First Gulf War.

A family friend who was included said there was more than one "Who me? You have to be kiding!"

He threw one heck of a pig pickin' when he got back.
