I don't think he's dumb either way, inexperienced, naive, and egocentric as hell but certainly not dumb, I think it's more likely that he just doesn't want to open that box, after all he'll be leaving office eventually too in either 4 or 8 years. If he goes after Bush, in today’s world, he opens the door to have someone else going after him in a few years

Makes me really glad I'm not an intelligence professional. Reading that story and seeing the extent of the left's blood lust was sickening. I hope BHO is pragmatic enough to reign them in, if only to keep his own options open.

A nation can survive its fools, and even the ambitious. But it cannot survive treason from within. An enemy at the gates is less formidable, for he is known and carries his banner openly. But the traitor moves amongst those within the gate freely, his sly whispers rustling through all the alleys, heard in the very halls of government itself. For the traitor appears not a traitor; he speaks in accents familiar to his victims, and he wears their face and their arguments, he appeals to the baseness that lies deep in the hearts of all men. He rots the soul of a nation, he works secretly and unknown in the night to undermine the pillars of the city, he infects the body politic so that it can no longer resist. A murderer is less to fear.

Maybe something really grabbed his attention when he started getting the real daily intel briefs.

Or, as Defender said, maybe he's wary of creating precedents, in case he needs to CYA later.
