Bomb maker Dulmatin slips back into Sulawesi

KUALA LUMPUR: Wanted Jemaah Islamiah (JI) bomb expert Dulmatin, who has been hiding in southern Philippines since 2003, is believed to have used Sabah as a transit point two months ago to return to Sulawesi.

A regional intelligence source told The Star that Dulmatin, an electronics specialist having trained in al-Qaeda camps in Afghanistan and a senior JI member, had used the JI route from southern Philippines to get to Palu in Sulawesi.

He was commenting on a wire report quoting Philippines newspapers which said Dulmatin was hiding on islands off Sabah.

From one of the islands in the Tawi-Tawi archipelago, the source said, Dulmatin travelled in a small craft using the sea route to Sandakan, then took public transport to Tawau before boarding a speedboat from Nunukan on Nunukan Island to Palu in Sulawesi.

“An unconfirmed report indicated that Dulmatin was sighted with an unidentified accomplice in Sabah,” said the source.

The Philippine military official had said that Dulmatin was among those wounded in a raid against Philippine extremist group Abu Sayyaf in Basilan more than two months ago.

Dulmatin, or Joko Pitoyo, has a US$10mil (RM35mil) bounty on his head put up by the US State Department.

He has been involved in making JI’s bombs since 2000, as well as those in the Bali and Jakarta JW Marriott hotel bombings.

In Kota Kinabalu, Sabah Police Commissioner DCP Noor Rashid Ibrahim said there was no way Dulmatin could be in Sabah

Its local knowledge that villages outside of Sandakan are very sympathetic to the "cause" in Jolo and Mindanao as many of these families are from the area and escaped in the early 80's to Sabah.

Large villages on the coast between Kampung Gum-Gum and Beluran have always been (since the second world war) hidding spots for resistence fighters and now terrorists.

The Malaysian Police can pretend all they like; its just so easy to slip in and out of Malaysian waters and also to travel within Sabah. Especially if you are bajau, suluk or orang sungai.

Yeap, sure does. The point with all of this is that its so easy for these guys to move around on the east coast of sabah-borneo and indonesia (kalimantan) as its also easy for them to buy or get indonesian passports over in Tarakan so they just go back across the border and get new ID's.

I know so cause thats what alot of indonesians do when they are black listed over on this side of the border..just go back across and get new id's done up.

The Malaysian government can stop this if they bothered to check thumb prints or were interested in running thumb print comparisons. I dont know why they introduced the technology if they are not going to use it in the first place.

Everyone knows these goons are coming in and out of Sandakan and Lahad Datu when they like and despite the fact the malaysian navy has a sizeable naval presence in Lahad Datu, these guys know the coast and have so many people willing to help them, and the fact the navy guys are mostly west malaysian (there still is a lack of respect for west malaysians among sabahans) so you can imagine how little help or intel the navy or police get generally.

There just is not enough will to do the dirty job that needs doing on the part of the malaysian government.

KOTA KINABALU: Indonesian terror suspect Dulmatin aka Amar Usman is not seeking refuge in Malaysian territory and the country's borders in Sabah are secure, said Chief Minister Datuk Musa Aman.

“Not true at all,” said Musa on Saturday when asked about reports in Philippines newspapers that Dulmatin was hiding in an island off Sabah.

Musa, the state Security Council chairman, said he was constantly being updated by military and police officials about the security situation along the borders that Sabah shares with southern Philippines and Indonesia.

Royal Malaysian Navy Region II commander Rear Admiral Datuk Ahmad Kamarulzaman Ahmad Badaruddin said the reports lacked credibility as they were not verified by any security official.

"As far as we are concerned the various security measures we have implemented in the ongoing Ops Pasir are in place.

“If there was information that someone on the wanted list was trying to slip into the country, we would have taken the necessary action,” he added.

He said current intelligence reports indicated that Dulmatin was still in southern Philippines or Sulawesi in Indonesia.

On Aug 16, Philippines military claimed that Dulmatin was wounded in clashes between government troops and the Abu Sayaff in Maibung Jolo on Aug 9.

Dulmatin, a bomb expert and one of the most wanted terror suspects involved in the 2002 Bali bombings, evaded capture by the military in the Tawi Tawi islands earlier this year.
