Because most of the ones who rode the storm out before leaving to find easy pickin's somewhere else have not returned.
As long as someone is giving you something, why bother to work or come back to the cesspool you left? Look at what the refugees have done to Houston, or any of the cities who welcomed them.
I am sure that if the Big Easy took a direct hit, there would still be drunks down at Pat O's swilling booze during the worst of the storm till the place caved in.
