Yeah, probably.
We had a few 19+ year olds in my class that had been held back a year or two.
He prob didn't contest it.

More to the point, he would have had to get a GED while in. I left HS in my senior year, 1967, and my first week in Basic was GED testing at night after training. Got me out of stripping, dyeing, and waxing the WW2 barracks floors. ;)
My grandmother worked for the Selective Service back then. A couple of held-back students got notices, but it was easy to get them deferred.

As I recall High School students were stautorially exempt. Maybe he enlisted and told everybody he got drafted?:confused:

Could be he volunteered for the draft like I did......only a 2 year tour that way and as far as anyone knows you're a draftee.
