Actually, I see them more as a capitalist enterprise, like the Mafia than a idealogically motivated terrorist organization.
It occurs to me that at some level, they consider the bottom line more important than the politics these days.

It's my understanding that terrorists don't necessarily play by specific rules.
If, by their actions, they appear to be moving towards a capitalist enterprise, are they beginning to form rules by which to play?
