sheepdog question
What does the sheepdog do, when the shepherd is destroying the flock? At what point does the shepherd become a wolf?

Depends on how much damage the shepherd is doing, and the sheepdog is still the sheepdog as he is protecting the sheep from the shepherd and not also eating the sheep.
The wait and see also reflects the ramifications of attacking the shepherd. Luckily, in some instances the shepherd is limited by term and damage is not permanent, for now.

The sheepdog(s) must be cautious in how he/they act/react. The sheep have become so blind sided by and dependent upon the shepherd, that they will turn on the very sheepdog(s) that have been tasked to protect them.
Does/do the sheepdog(s) wait and let a multitude of sheep be slaughtered and then react when the wailing in the mob becomes too much to bare, or do they act against the shepherd before it comes to that?

While I don't have an answer to your question I do know this, the day physical conflict arises between sheepdog and shepherd, the shepherd will rue the day he meddled with the sheepdogs duties & sworn obligations.
And while one sheepdog may not be of any concern of the shepherd, twenty, united, would rock his world, two hundred would change the way he views it and two thousand sheepdogs would change the history of the world.
