The years is 2022; thirty-one states and the federal government incarcerate over 110,000 people in private prisons representing almost 8% of the total state and federal prison population. At its peak, the corporate penal system had 137,000 people behind bars…
…criminals from all over the world are exploited at a profit. Prisons have become big business.

Yuge corporations like the GEO Group (formerly known as Wackenhut), Core Civic (formerly known as Corrections Corporation of America), LaSalle Corrections, and Management and Training Corporation all seek profit in other areas of criminal justice services and immigration detention with an eye on their bottom line.

A criminal named Henry Hill is rotting away in one of these prisons after being railroaded for what happened in Benghazi. Corruption in the prison system (and an unfortunate run in with Senator Miles Brickman) eventually lands him on a little-known level-6 detention facility squirreled away on a secure but unknown remote island where all of inmates are allowed to run wild.

While on the Island, Robbins is captured by a renegade group of violent criminal inmates led by Jack Travis, a former LAPD lieutenant that gave up law enforcement to become a gun smuggler. As Henry’s life hangs in the balance, he is rescued by Bishop, an android that claims his bio-programming demands complete loyalty to those he leads. In a climactic showdown, Bishop’s life is sacrificed when he saves Henry Hill from Jack Travis. With both crime factions defeated – Henry steals Senator Brickman's helicopter and flies to freedom.
