That's all a bit of hogwash!
Sure, she and those appointed by her (Chief of Staff and a handful of others) could write and generate classified documents and working papers until such time as making them 'originally' classified but to purposely omit national standards in markings and subsequently protecting them afterwards is tantamount to violating a dozen or more federal laws. (The "I didn't know excuse," has a bursting radius of everyone is infected until proven otherwise.)
Those already marked by other agencies and departments would be marked with appropriate markings and declassification dates. Depending on the material, sources, and methods of collection or origination most all would have all been declassify on some year 25 from then and upto 75 years to never!
If she or someone in her staff gained access to SAP that were generated before January 1, 1982 they wouldn't declass until December 31, 2021 (unless extended to forever) and those documents after January 1, 1982, have 40 years before being looked at for declassification. She wouldn't be able to simply say, "oh that's not important."
The FBI failed to round up everyone and hold accountable for violating E.O. 13526, DoD Directive 5205.07 and probably the Atomic Energy Act of 1954 if what we think she may have sold or compromised.
She and many others broke the law, and walked. Intent is not needed!

I removed SAP info all the time, briefed the commander and returned the info to the proper place. Had I sent or received SAP information to my house or anyone else's house I'd been Chelsea Manning's bitch for life.
SAP info was so sensitive if it was on a hard drive that hard drive was removed from the computer and locked up. We did that every day.
Unless you're a Clinton, Hillary Clinton is above the law, as are all the clintons.

The problem is DOS never originates TS material and damn sure not SCI. INR summarizes other Intel pieces from other sources but DoS originated info is pretty easy to ID. But then again, Director Comey said it was very possible that she wasn't "sophisticated" enough (e.g. Intelligent) to understand that (C) indicated Confidential classification. Perfect person to be the ultimate decision maker for the NCA.

That cuts to the heart of the matter, it's astounding how this proven incompetent would even be considered for a role in government at any level, the details are merely the result of that failure, she was removed as SOS, she lost a run for POTUS against the first term senator and somehow that makes her eligible to run for POTUS

I didn't say it was right to do that, I just said she had the authority as the OCA while she was SoS. The expiration dates actually don't matter for an OCA's decision to declassify, they simply have to meet the "determined that it no longer meets the requirements" standard. The OCA is the one that makes that determination. Again, this is only for things that the DoS owns, whether via origination or via transfer. I was suggesting that she could break a couple more laws and probably get away with it since she most likely still has an electronic copy of DoS letterhead with her signature block. Presto change-o she generates a few backdated memos and has a friend(co-conspirator) drop the memos somewhere at DoS where they can be "discovered" and any of the info she had the authority to classify is no longer a crime. That still doesn't account for the info that originated with other agencies.
I know where you're coming from. I had some of those IA/IASO certifications as well (within the last 5 years) and had to learn all about it. I was simply positing an unlikely scenario that someone as crooked as her and as well connected could attempt and possibly succeed with.

We (and the FBI) wouldn't be having this discussion over material "deemed" unclassified because it's no longer relevant.
We are not talking about travel itineraries and locations for lunch with foreign diplomats and host country heads of state.
This bitch traded national secrets and war plans with foreign heads of state through her private server for political gain or financial advantage.
Any one of us would be thrown under the bus and backed up over for far less!
I'd really like to know 'WHY' the Director of the FBI is tap dancing around like a puppet without strings attached. And why Bill Clinton had to share his 'personal' grandchildren stories with the AG just prior to this announcement of, let's rewrite the federal code for enforcement of existing laws?

Putin controls the next election: If he wants Trump in, he releases (or leaks) information hacked from Hildabeast's servers. If he wants Hildabeast in (likely, for blackmail reasons), he does not.
But, he's not the only world player in this game, just the biggest. Putin could be trumped by smaller players (no pun intended). This is very bad.

She has authority as an OCA......over her own agency. She doesn't have that same authority over other agency information.
