If the issue is 'non-sterilized' dirt, why not sterilize? 2 minutes in the microwave seems to the consensus with google-fu. Is there some certification necessary or would self- attestation be enough?

Yeah. It needs to be "certified" by DOA.

And microwaving won't kill everything. I tried to kill ants on my ;last glazed donut once by putting it in the microwave.
Ruint the donut and the ants were still mobile and hostile.

Suggestion/Comment.

why not Let the VA and certain service organizations know what you are trying to do? Sometimes these folks will surprise you.

I see that rocks and sand not containing any organic material are exempt. This helps.

The VA service officer is the one who suggested the project to me. So far no response yet from the big VA.
But I have all winter and am a patient man.

The packages have started to arrive. I have Hawaii, Pennsylvania, New York, New Jersey, Colorado, New Mexico, the Carolinas, and more on the way.
Also picked up a replica M1.
