That's an excellent question that I am not really qualified to answer. Secure + welcome? That's a tough combination. It is my understanding, based on public records, that the stockpile in Turkey is all B61 bombs, correct?

Nuke redeployment
First, I agree with why wait until it is OBE? I think the main consideration is what country would welcome them. Then, if they could be secure from external threat.
The joker in the deck is whoever is to become CINC. Clinton seems aware of the overall military state of readiness, The question is her willingness to accept any recommendations of the Chairman JCS. She has not shown to me an ability to use subordinates and their expertise. She does have a reputation of treating her staff with disdain. If it is Trump, he has clearly stated that the NATO has outlived its usefulness. He seems to have a feeling that our troops should withdraw from Europe. He seems to lean towards the isolationism not seen since the 1920s .He has announced that he distrusts the generals advice. He states he will build up the military to greatness again, but no specificity.

The Russians are coming, or not? Or, are the Russians just trying to secure its southern flank before moving deeper into Ukraine? Either way the next administration had better be the A-Team. Fat chance of that.

Yildirim’s statement concluded an anxiety-filled few days in which Russian news sources were announcing that Russia has been demanding that Turkey give its air force access to the NATO air base in İncirlik, which is where US and coalition air forces take off on their strikes in Syria. Located some 65 miles from the Syrian border, Incirlik is also where an estimated 50 US B-61 nuclear warheads (think 100 Hiroshimas times 50) are kept.
According to Izvestia, a Russian lawmaker named Igor Morozov said it was only a matter of time before Turkish president Erdogan hands over the NATO base at Incirlik to the Russians, to intensify the war against ISIS. “You’ll see, the next base will be İncirlik,” Morozov told Izvestia, shortly after the Kremlin had revealed that Russian bombers have been using an Iranian airbase for their attack on Syria. He predicted İncirlik would be “one more victory for Putin.”
Those statements came against the background of a report by EurActiv, a Belgian foundation focusing on European Union policies, that the US has begun to transfer its nuclear weapons stationed in Turkey to Romania, for fear of the worsening relations between Washington and Ankara.

Seems a natural extension of hitting the "reset button."
Someone has the initiative, and it isn't us. Coupled with the anti-US house cleaning going on in the Turkish gov't we may soon be forced to make some challenging basing decisions while renogiating SOFAs.

Okay, so maybe this is over my head (add it to the list), but why are only 20 of them being moved? If having 50 nukes in Turkey is a risk, wouldn't leaving 30 of them in place be leaving the majority of the risk in place? Could storing the nukes in two locations make them in fact more accessible to those who might be interested in acquiring one/some rather than less accessible? Double the locations to secure, etc. I understand that Romania might not be the hot zone that Turkey is, but come on, its Romania.
Why not move them to Israel? I cant imagine a scenario where Israel loses control of a nuke stockpile without the US being heavily involved in countering that outcome.
I can understand the argument that losing 50 nukes is worse than losing 30. I would argue that losing 1 is bad enough and is an unacceptable outcome, much less 50, or 30 or 20. Why not move all 50?
What am I missing? Does this smell to anyone else?
