I can vouch for the presence of this cultural difference at least as it applies to China. I was in a Starbucks in Shanghai when I heard a zipper next to me and a lady held her toddler up while he peed into the plant next to my table. This is not uncommon in Shanghai, kids go wherever they want.

The place looks modern as anyplace with skyscrapers etc, but totally alien culture. you will be walking on a busy sidewalk and people will put down a piece of cardboard (if you're lucky) and let their kid pooh on it, or just hold the kid over a public trashcan in broad daylight do to his business. Now someone pointed out a lot of folks in Shanghai for example are actually from rural less developed areas, but this is one cultural nugget I hope stays overseas...

It's a disgusting reality and I am falling quicker by the day into the minority of the Un-PC group. But, I will won't quit simply because it's unpopular. I have gotten to the point where the PC people in my circle of influence never bring up their "PC'ishness" anymore unless they truly want my opinion. Then, and only then, do I discuss it with them.
