Couple of different things here...
1. SBINet was a "virtual" fence. Detection and surveillance.
2. Physical fence had different funding stream and was much more dangerous politically.
Conceptually, the "virtual" fence is a reasonable idea considering how impractical the idea of building a physical fence along the entire border.
In my opinion, the fault lies in the Government not completely understanding the complexity of the matter and awarding a poorly written contract to a company that scrambled to make something that worked. Succesive failures resulted in the injection of more dollars in the now familiar "too big to fail" scenario. (a lot of political pressure involved here).
Stepping back and rethinking this may have a positive result...but lately there seems to be an interest in testing Einstein's definition of insanity.
