A person cannot chose their ethnicity.
A whole bunch of people were killed in the holocaust because of their jewish ethnicity, who were not practicing adherents of Judaism the religion.
But you are correct, most Europeans have less robust "freedom of speech" protections than we do as Americans. Is their system better? Worse? I can't say, but it works for them.

The same thing can be said about any tribe, group, association, gathering, religious cult/myth/believers. And would make any/all of the two thousand religious myths of the world “ethnic” groups.
“jewish ethnicity” is right up there with “hate speech” it’s just a label to embolden their followers (and haters) and alert the world of their perceived status and world standing.

Believing in a myth does not make an ethnic group. Don’t really care how one labels it. Calling the jewish cult/religion an ethnic group only enhances their professed world status.
This makes the NRA, Army, Navy, Marines, a Square dance club, Sex Cult, Furries, NASCAR etc ethnic groups.
I’d just call them what they are, a “social group” and not “water down” the facts.
One is not born a jew, muslim, christian, satanist, Furry, NRA member, democrat, etc. (And I’m sure all will tell you different....) One chooses to partake of that social group.
That said one born in a geographic location is in fact a “citizen” of that country.
Let me know when the “jew” gene is found, or the muslim, christian, satanic, or Furry gene…..
One is born into a race, not a belief.
