DOJ phasing out the word "criminal" when refering to people with criminal backgrounds

The Department of Justice has been phasing out the use of the word "criminal" to describe criminals. On the DOJ website the newer term " justice-involved individual", can be traced back to 2009. However, the term has seen more daylight over the past couple of years.

I was trying to think of a few others. How about, "disoriented transgressor," "morally bankrupted underachiever," or maybe even "sh*thead"?
