For heroism in connection with ground operations against a hostile force in the Republic of Vietnam: Captain Cleckner distinguished himself by exceptionally valorous actions from 23 February to 4 March 1969 during the attack on the Special Forces / Civilian Irregular Defense Group Camp at Tien Phuoc. Throughout the period of enemy activity Captain Cleckner repeatedly exposed himself to incoming mortar and rocket fire in order to direct and advise the defense of the camp. When the camp came under an intense ground attack supported by rockets, Captain Cleckner moved about the camp directing counterfire on the enemy and often carrying ammunition to the positions. On three separate occasions Captain Cleckner led small reaction forces in successful attempts to halt enemy probing actions around the camp. When an enemy rocket hit the artillery fire direction center, Captain Cleckner ran across two hundred meters of open area to the burning building. With complete disregard for his own safety, he entered the flaming structure and carried four wounded Americans to safety. When the airfield at Tien Phuoc came under attack, Captain Cleckner took up an exposed position and directed .50 caliber machinegun and recoilless rifle fire on the advancing enemy troops. Under the intense enemy fire he continued to direct the advance of friendly ground troops. This counterattack caused an enemy withdrawal and the holding of the airfield. His personal courage and selfless heroism under fire resulted in the successful defense of the camp and an estimated 300 enemy KIA. Captain Cleckner's heroism in action and devotion to duty was in keeping with the highest traditions of the military service and reflects great credit upon himself, Special Forces and the United States Army.
