Obama lifts ban on US entry for those with HIV

So we demonstrate our leadership in fighting the spread of a disease, by removing an obstacle to its spread?

Anyone seeking entry needs to provide evidence of a medical examination and vaccinations. Currently, that requires them to get tested for HIV / AIDS. Once the HIV restriction is lifted, won't that reduce the incentive to get tested?
