If the money is used the right way, it`s a good thing. If coruption and bureaucracy stop it from being used the right way, it`s useless

Congress has given the Pentagon important new authority to fight terrorism by authorizing Special Operations forces for the first time to spend money to pay informants and recruit foreign paramilitary fighters.
It has been going on since the OSS and probably before. This is just a matter of book keeping. This is probably necessitated by the realignment of SOF and Intelligence agencies. Money for covert ops needs to come from covert sources otherwise it is accountable and the secrecy is lost. The Iran/Contra affair may have been such an instance. We received money to recruit, and train our indig in vietnam. Not just SOG but all CIDG were paod by us.

It was amazing how whenever a camp was shelled, the team safe with operational funds/payroll took a direct hit.

Does this mean I can use my government credit card to pay my informants at the local gentlemen's club?

Our Bn chaplain's assistant did just that back in '97. I think he learned a valuable lesson about how credit card invoices are handy for tracking individual charges.

I have a hard time believing that even my mother would ever consider making me a chaplain's assistant.
