And this comes as a surprise? They're saving face in order to be spared from AQ retribution.

I think cutting back aid should be our first move.

I believe that SF is a 'calling' - not too different from the calling missionaries I know received. I knew instantly that it was for me, and that I would do all I could to achieve it. But we need that money to help secure our nuclear weapons from people who would want to steal them from us . . . .

In other words: This is a nice little store you've got here, it'd be a shame if anything were to happen to it, you give us a hundred bucks a week and we'll make sure you stay safe . . .
