The first openly gay homecoming kiss for US Navy

Seems like the repeal of DADT policy has affected one of the military's oldest traditions.
Skipper said the crew's reaction to the raffle for the first kiss was positive.

The "Raffle" as you seem confused about, is something the Navy has done for a long time.

Oh well, if the military ends up shattered by the current chain of events I'll just recycle myself somewhere else...
Hopefully it won't, I only have the last 35 years to go before I can retire...
