Hmmmm.....
Hmmmm,
Not to stereotype or anything but the first thing that came to my mind was a young Joe Bubba guy doing it on a dare/"told ya' I could do it" kinda' stunt.
He might live to regret it as it appears he has a pretty trendy hair cut that might ID him.

Someone was obviously panning, scanning and zooming the camera on this guy ..... How far away were the police? The camera operator had to, or was having someone else call the PD. This guy looked like he was there for awhile, so I'm sure they could have gotten him had they been alerted.
Also, to have such a "production" of the surveillance tape .... music, special FX, ect ....
Something smells fishy ......

Looks like the guy from "Friends". Must not be getting enough attention lately.

Sir -
1am Wednesday morning… I suspect that the very few on duty Lane County and OSP LEO’s within 50 miles of the dam were probably occupied with more pressing issues at the time.
If the young man had company or something more than a camera, perhaps the call would have been bumped up.
Also, SCADA monitoring of such facilities is not uncommon. I wouldn’t be surprised if the monitoring was done from the Portland District Office.
The dam is 15 – 20 miles east of I-5 (188A)

Chris, you are on target on both counts.
The local rumors around the LE community today is that they've identified the kid.

Interesting stuff. This is a security concern for some real reasons.
This stuff has been printed in news (open source public knowledge...now) so short version...
Think of a string of dams built on a single river coming out of a mountain area.
If an upper dam should fail, the lower dams couldn't hold.
The Oregon State trooper doing the security assessment for Lookout Point Dam stopped in here after he was done up there.
The Corps has it under control.

Beaver dams, maybe - modern dams are designed and built with ' overflow' mechanisms to prevent just such a scenario.

VERY COOL!
I've already located your new Team Room, The Dexter lake Club is right across from the dam.
In the movie "Animal House" this is where Otis day and the Knights performed.

The SEALS are busy hunting bubba as bubba is now on their HVT List. (High Value Target)
With Homeland Security in charge should take about 10-15 years to capture or (kill) bubba.

There is more to this story.
Yes the concrete portions are designed for over flow. This isn't the problem.

This one hits home. I can't say much since the case is still pending. Surveillance and communications in regard to one of several dams I am responsible for led to our arrest of suspect(s) in my area. I don't like any of it.

I've also heard the "Teleprompter Reader of the United States " has been briefed concerning this breach of National Security.
Homeland Security has issued a statement that all camo wearing bubba's are now considered a threat to National Security and that all camo clothing will be outlawed for sale to the general public.
The threat level has been raised to "Megenta" by Homeland Security.
