Interesting to what and who is included in the DOJ guide to the Domestic EVIL that lurks.....Flags are interesting! One high note the The New Black Panther Party for Self Defense is included. On the down side ACORN, SPLC, ADL, Green Peace, Code Pink, SEIU and Flag Burners and Flag burning is not included as EVIL.

Seriously though, this has sparked my interest in what these organizations do, why they do it and why the Fed's sponsor them, yet do not endorse these entities and the product is not used for official purposes.

MOO, the relatively standard disclaimer can limit potential blow-back - it creates "plausible deniabilty" - you never know what you're going to get or what someone is going to come up with - on any given project.
At the agency level, it is not uncommon for an issue to be briefed internally, but the report be held in draft form only...just in case - "...it's just a draft."
Disclaimers, the use of drafts, etc., etc., are considered realtively standard tools for agency heads to potentially distance themselves from some "unusual" ideas that staff (who the agency head has probably never met) can come up with on occasion. It's just an accepted (and necessary) part of the game.
