Yes, he is obliviously delusional, and since it began in 2007, years after entering service, he could be suffering from LDDS, or more commonly known as: Lost discussion deficiency syndrome.

Wearing 15 unearned ribbons and decorations??? I didn't have 15 that I DID earn! This guy's main spring was out of adjustment. He'll have plenty of time to think about it. If he retires, hopefully it will be as a private.

I never had 15 either. I think Bob Howard may have had 14-17 in 72?
