The decision to ramp up current defence agreements with The Philippines to include the ability to perform joint counter-terrorism exercises with The Philippine Defence Forces is in the main due to results from the 2002 Bali Bombing investigation which indicates that Jemaah Islamiah suicide bombers were trained at camps in Mindanao in the Southern Philippines.
