This almost belongs in the comedy zone........I can see nanny's like Cuomo, Malloy and Bloomberg salivating over this prospect.

All LEO's in the UK are issued "stab vests". They have no NLECTC penetration ability, but I am told the Sergeant Major will allow them as alternate wear to the ubiquitous PT belt..
A friend's SiL in Scotland is a COPPER and I check with him before each trip over to see what the latest hot button is.
I am NEVER without a knife. Currently, my Camillus is OK. Under 3 inches, folding, non-blade lock, but I worry about the nefarious can opener & awl being interpreted as a terrorist weapon(s) of choice??

Forks, what about bloody forks. They are filled with pointy tips and should be outlawed. Spoons should be the only implements approved for carry, and not those little pointy Tea spoons either. Soupspoons are ok, so long as their handles are very blunt. There have been some sneaky buggers from Glasgow (wouldn't you know it) who terrorize the streets using desert spoons with pointy handles concealed in shoulder holsters.

Taco Bell sporks will be the only thing civilians can have; government approved, background checked, registered chefs (regular cooks are not chefs) can have those evil killing machines, formerly known as knives, and they must be stored in a stand-alone, military style, 24-hour guarded, arms room. Only one evil killing machine can be checked out at a time per every two chefs, the two-chef rule.
Civilians do not have the expertise, nor can be trusted, to cook their own food and only the government chefs meet these needs and requirements.

They're working on it. Thankfully, there is a knife version of the NRA called "Knife Rights" that is chaired by Doug Ritter.
