Congress won't fix it.
The Fed will.
Congress will just make healthcare scarce enough that it consumes huge portions of older Americans' income.
The Fed will print as much money as it takes to drive nominal GDP to their desired level (keeping interest on the debt down and tax revenue up).
This will result in low yields for retirement investments and higher expenses for older Americans.
Most will not retire and/or scale back consumption to survive (while still bearing a hefty tax burden).
Poof.
Problem solved through a stealth default on the debt and entitlements.
All it takes is dumping the problem onto around 60-70 million people who've been working for decades.
Keep working 'til you can't, then receive "end of life" care.
