It's far more complex than the article leads one to believe as schools themselves and the pedagogy of teaching have become more complex.
The article also fails to mention things like how much the support:student numbers vary from state-to-state nationally - 1:9 in Vermont to 1:23 in Idaho, e.g.
Non-teaching positions also include personnel such as librarians, teacher aides, school counselors (both ed and psych), nurses, "Master Teachers" who monitor/ train the district's teachers, tech and curricular support, etc. which schools, especially in urban districts, have added in fairly large numbers.
As far as results, that, too, is a very complex issue of discussion.
