I used to work on bridge cranes in paper mills. The crane catwalks are typically the highest accessible point in any room and are completely framed by the service platform, the standard 3 rail hand/hip/knee rail and the bridge girder itself. Yet, although we were standing at the highest point in a room, we HAD to wear hard hats (designed to reduce damage from falling objects). We HAD to wear full safety harnesses (although the only thing to secure them to was BELOW our positions). Those two pieces of safety equipment caused more injury to people on my crews than they had even an infinitesimal chance of preventing. The organization that really 'runs' paper mills? OSHA
